Ofcom has released more details about how they will sell off blocks of spectrum to provide local television services.
Frequencies from the Winter Hill transmitter will be the first to go to auction.

The spectrum will be freed up as the country moves over to digital.
While some frequencies have already been earmarked for telecommunications, another part of the spectrum will allow low-power digital television multiplexes.
Basically, the chance for very local television stations to exist outside of satellite and cable operators - in Manchester’s case, that could mean Channel M appearing on Freeview.
Each licence has a listed reserve price of £10,000 and the term will last until 2016.
