Agencies across the region could be wasting their time by applying for the next stage in the Central Office of Information’s new roster.

The COI has written to all 250 companies that applied for stage one of the pitch process to ask them to submit entries for stage two – even though they’re not guaranteed to jump the first hurdle.

PRs could be wasting their time on COI pitches
The lucrative contracts which come up for review every four years attract lots of interest and make it the biggest single pitch in the country.

However, the process is complicated and some estimate it can take a week to prepare for the second stage alone.

The COI has set itself an October deadline, which may be the reason for the letter.

It applies to those who’ve applied for UK, Nations and Regions, Healthcare, Government B2B and Environment.

The COI PR and sponsorship spend in 2007 was £29.3m and almost half of this was on PR.

The new contracts, when awarded, won't be as 'lucrative' as in previous years, as the pre-tender info makes clear. 
 
My concern on the pitch process as ever, is that the awards are made to the usual suspects with big pitch budgets and spare staff. 
 
We'll see!

If the story is true then the COI itself should make it clear this is the case. Otherwise it is asking many of the 250 agencies to waste a lot of time. It seems to make a mockery of the PQQ at any rate.

We spend a considerable amount of time on tenders, some can even take months. One in particular recently required over 2000 individual quotes!!  
 
The government wants to source 'better companies through better procurement' then they need to meet us halfway - what is the point in inviting 250 agencies?! I also wonder how many will even get a feedback reply at the end of all the hard work.
