Best Practice in Public Sector Communications – A One Day Conference – Tues 2 March | Print |  Email to a friend

Following How-Do’s highly successful inaugural Best Practice in Public Sector Communications conference last year, we have once again teamed up with Don’t Panic Projects to offer communications professionals in the North a rare opportunity to enjoy a national conference within a regional environment, as we showcase the very best in contemporary public sector communications. The event will run from 9.00am to 4.00pm at the Bridgewater Hall in Manchester on Tuesday 2 March.

With public sector finances increasingly under pressure, this year much of the conference theme will be about maximizing outputs and value and enhancing delivery.    

The conference is being supported by Ci Research, one of the UK’s leading independent research consultancies and media relations service Gorkana which helps journalists and PRs.

The conference will showcase the very best in public sector communications and feature a number of high profile keynote speakers, plenary sessions and interactive workshop sessions. Delegates will be able to hear top class speakers from the fields of marketing and PR and benefit from quality learning. The conference aims to share best practice and provide the ultimate guide to public sector communications giving delegates the insight, skills and inspiration to successfully promote, protect and manage their organisations’ reputation and brand.

This conference is aimed at senior level marketing and communications professionals from the public sector, however we recognise that the content may also be of interest to agency professionals and support service providers.

There is an early booking rate of £195 + VAT per ticket (for bookings before 1 February) reverting to the standard rate of £250 + VAT thereafter.

Patrick Butler, Head of Society, Health & Education at the Guardian

Patrick is overseeing social affairs coverage across the Guardian, Guardian.co.uk and the Observer. He has been a journalist for 19 years and has written for a range of national newspapers and professional magazines. He regularly chairs (and occasionally speaks at) conference sessions, panels and seminars on the subject of public services.

Edna Boampong, Head of Communications and Marketing, Greater Manchester Public Health Network

Edna has over 10 years of experience developing and implementing high profile, innovative communication and marketing strategies.

Edna is currently the Programme Manager in charge of Social Marketing and Communications for the Greater Manchester Public Health Network.  Her role includes co-ordinating and delivering Greater Manchester (GM) wide public health communication and marketing programmes.  She works closely with the 10 GM Directors of Public Health and provides strategic leadership and guidance to social marketing and communication projects across the 10 boroughs of Greater Manchester.

Previously she worked as a Social Marketing Consultant for Dr Foster Intelligence and co-ordinated some of Dr Fosters’ biggest social marketing programmes in the North West.  Prior to that Edna led on the award-winning SmokeFree Manchester Campaign.

Gary Jones, Head of Digital Communications and Marketing, HM REVENUE & CUSTOMS


HM Revenue & Customs (HMRC) was created on 18 April 2005 and Gary was appointed as Head of Strategic Communications from that date. In January 2010 Gary moved into a newly created post as Head of Digital Communication for HMRC.

Prior to 2005, Gary was Head of Marketing and Communications for HM Customs & Excise. Gary is based in the HMRC head office in Whitehall. London.

Gary joined HM Customs & Excise in 1976 after seven years as an Officer in the Merchant Navy (P&O). His first four years in the Department were spent as a VAT visiting Officer in Colchester but he then transferred to the Department’s Headquarters, where he has been for the majority of time since then.

Since coming into Headquarters Gary has had a wide-range of jobs including posts in HR; Finance; Internal Audit (he is a Member of the Institute of Internal Auditors); and IT.  He also had a period of two and a half years on secondment to IBM UK as a ‘Marketing Manager’ (an appointment which Gary describes as a “challenge”) and four and a half years on loan to the Department of Culture, Media and Sport (DCMS) where, from early 1992, he held the post of Personnel Director in what was, at that time, the first new Government Department for almost 30 years.

Jane Astle, Head of Corporate Communications, Lancashire Constabulary


Jane began her career as a journalist and has 16 years experience in public sector communications, covering local government and now policing. She has built up a reputation for developing in-house communications teams having introduced internal communications and marketing to Halton Borough Council and completely re-building the team at Lancashire Constabulary to cover media, marketing, PR, graphic design, internal communications and web management.

She has managed a number of high profile media stories including the trial into the cockle picking tragedy of Morecambe Bay and the murder of Sophie Lancaster and is a peer reviewer for the National Police Improvement Agency.

She lives in West Lancashire with her husband and border collie!

Suzanne Hughes, Regional Communications Manager (North West), Environment Agency


Suzanne has been with the Environment Agency for almost 4 years and in this time has re-shaped the 22 strong North West team to focus on strategic reputation management and has positioned communications and influencing within the business as a crucial part of delivering results for the environment.  

Previously she worked in the NHS for 10 years, most recently at the Royal Liverpool Children’s NHS Trust – Alder Hey.  She joined the Trust in 2001 to establish a communications function in the wake of organ retention and she worked with local, regional and national stakeholders and media to re-build the reputation of the hospital.  She also played a key role in the planning for a new hospital and for the Trust’s application towards gaining Foundation status.  

Before this, Suzanne was based in London for three years at the NHS Confederation, a national membership organisation representing NHS organisations and managers, as well as a spell at the Royal College of Nursing where she was involved in organising an international conference for over 4000 of the world’s leading nurses. Before this Suzanne was based in Leeds working for the Department of Health body the NHS Executive.

Tom Stannard, Director of Policy and Communications, Blackburn with Darwen Borough Council


Tom has responsibility for corporate communications and marketing, community cohesion and engagement, policy, performance management and partnership working.  He has delivered high performance for 3 and 4 star authorities under CPA, and currently holds national LGA advisory roles on the developing CAA framework.

He began his career at the Chartered Institute of Public Finance and Accountancy (CIPFA), and has over ten years’ local government experience.  In London local government he held senior policy positions at the Royal Borough of Kensington and Chelsea, and prior to joining Blackburn with Darwen was Head of Policy and Performance at the London Borough of Hounslow from 2002 – 2007.

Tom is a Member of the Chartered Institute of Public Relations (MCIPR).  In Blackburn his team have led on the nationally recognised Re:fresh campaign promoting access to free leisure for all local residents and workers, and are leading the way on partnership communications strategies across the Borough’s LSP, with a significant social media dimension.

Sarah Dean Forrester, Head of External Communications, Health and Safety Executive

Sarah began her career contributing to local magazines and newspapers at the age of 16 and went on to become a student advisor for Cosmopolitan magazine. After graduating from university with a BA (Hons) in Journalism she went on to work as a feature writer for regional and national publications.

In 1997, she moved back to Manchester to work for Greater Manchester Police and was Head of Press Office until 2005. During her time there, Sarah managed communications around issues including; the investigation, prosecution of Dr Harold Shipman and GMP's response to the subsequent public inquiry; the Oldham riots; the murder of a Special Branch officer during an 'anti-terror' raid; and the filming of the award-winning BBC fly-on-the-wall documentary Anatomy of a Crime. Sarah won an APPRO Award for Excellence for her handling of the Shipman case.  

Prior to joining HSE, Sarah spent three years in PR consultancies working on regional and national communications programmes and training for a wide variety of clients; including; police forces; NHS trusts; further education colleges; and government agencies.

Sarah Lundy, e Marketing Manager, Lancashire and Blackpool Tourist Board


LBTB has excelled in using social media for the benefit of tourism and the wider economy in the county. They blog about activities and events throughout Lancashire and have the highest Twitter following for any tourist board outside of London.

They continue to encourage and develop social media use amongst their tourism businesses and are also responsible for the commissioning of the multi award winning ‘J’aime la tour’ viral video for Blackpool.

Sarah Lundy will talk about their passion for the county as a 21st Century tourism destination and the huge ongoing success of their online strategy.

Paul Willis, Director of the Centre for Public Relations Studies, Leeds Business School, Leeds Metropolitan University

Prior to becoming Director of the Centre for Public Relations Studies, Paul was Deputy Managing Director at Ptarmigan Consultants, a multiple award winning public relations agency and former PR Week ‘Consultancy of the Year’. Specialising in strategy and planning, he has worked with a range of blue chip clients in both the private and public sectors including ASDA, BDO Stoy Hayward, BT, BMW, Ernst & Young, npower, Proctor & Gamble, RBS, The Football Association and the NHS. He began his career running a media and research unit for a group of MPs at Westminster.

His current projects at the Centre for Public Relations Studies include: the delivery of a strategic communication, planning and management course at the National School of Government on behalf of the Cabinet Office; the creation of an accredited training and development programme for senior NHS communicators; and a research project designed to explore communications best practice in the UK’s Most Admired Companies.

Helen Mellor, Head of Marketing, Teesside High School

Helen joined Teesside High School as Head of Marketing in summer 2009 to proactively market the school and drive up pupil numbers. She is currently developing a full marketing and communications strategy for the school. This strategy includes implementing a TV, cinema and new media advertising campaign - a new initiative for the school.

She joined the school with 19 years' marketing and communications experience under her belt gained in the public, regeneration and voluntary and community sectors.

In her varied career she has re-branded and managed communications for a £52million regeneration scheme in Middlesbrough, led the communications team for North Yorkshire Fire and Rescue Service and coordinated regional media relations and volunteer recruitment for national charities.

Ian Ratcliffe MCIPR

With over 20 years’ experience in public relations and marketing, Ian's work demonstrates a strong focus on effective communications with clear, tangible outcomes. After positions in private sector marketing, he joined Trafford Metropolitan Borough Council as Marketing Manager, Corporate Promotions Division.  In 1998, he moved to Stockport Metropolitan Borough Council, where he was promoted to Head of Marketing and Communications. Since 2002 he has built a team at Stockport that has won dozens of regional and national awards, reinforcing its reputation as one of the UK's most creative and results-focused communications teams.

In 2007 Ian was voted ‘Local Government Communicator of the Year’.
 
Other roles also include being Vice Chair of LGcommunications; heading up communications on behalf of the Greater Manchester Health Commission and a position on the advisory board of Info4local.
