Culture secretary Andy Burnham says that some local councils are "overstepping" the mark when they publish their own newspapers.

He added that he’ll be asking the Local Government Association to answer questions about their tax-payer funded papers and local advertising.

The comments came in an interview with the Scarborough Evening News, in which he also questioned whether councils were "encroaching" rather than playing an "enabling role."

"There are 50 or so newspaper titles closing this year, ” he told the paper.

"The issue of council newspapers is top of my in-tray at the moment. There has to be a balance and councils are overstepping that."

Stephen Kingston, editor of the Salford Star told How-Do he wanted action rather than words:

"We're still waiting for a reply to our open letter that we sent to his mate, Hazel Blears, last November about public funding for magazines and newspapers like ours.  With the Salford Advertiser shutting shop in the city and moving its operations to the MEN, and with the Salford Star's print issue `sleeping' there's now no independent media at all in Salford - that's Salford, Media City UK.  It's a joke. Well it would be if it didn't have such grave consequences for accountability."
 
Supporters of council newspapers say it’s a no-win situation as they have to provide publications to communicate with the general public.

It seems quite clear cut to me, allow council run newspapers but don't let them sell advertising, therefore no real competition for the private sector. 
Of course comrade Kingston and the like would also be prevented from receiving public funding. 
Councils selling advertising is no different to the BBC selling advertising - dangerous. However, the government is regularly involved in competing with the private sector when it comes to media, so the minister should think again before casting the first stone. Banning government from selling advertising will hurt contract publishers.

Agreed. Councils often feel that this is the only way to get their message to their residents, because the media treat them unfairly - and they have a point. 
 
BUT - many don't contain advertising, and the revenue generated by these vehicles would not keep regional media in business for longer than the blink of an eye.  
 
That said, I think if the Councils want (or need) to send these freesheets out, it should come out of theirs and their partners' comms budgets. 
 
Then, when the press continues to die on its arse, they can't use the pathetic excuse of blaming council publications for their demise.
