How-Do is today launching the most comprehensive ever review and assessment of the top communicators and marketers working in the public sector in the North West: the Public Sector 100.
How-Do this week launched the most comprehensive ever review and assessment of the top communicators and marketers working in the public sector in the North West: the Public Sector 100. Today we publish the full list.

In addition to those individuals who our judges ranked from 1 to 30, we have also published the names of a further 70 individuals. These individuals are not ranked or listed in any order. Their information is contained on three separate pages but there is no intended ranking implied.

1. Sally Sykes, director of comms, Health & Safety Executive

Joined HSE earlier this year from DePuy in Yorkshire where she held a UK board role. Previous stints with Zenecca and Manchester Airport where she headed up the comms teams. With the relocation of HSE’s marketing department from London to Bootle now well underway, Sykes will be looking after the largest comms and marketing department of any public – or private company - body in the North West . Her budget runs into several millions. Sits on national PR councils and is widely- regarded as one of the UK’s most accomplished comms operators.

2. Ian Ratcliffe
, head of comms, Stockport MBC

Probably the most successful public sector comms person in the North West if you go by awards won.  He features ahead of his new boss Janine Watson (qv) in this ranking on the weight of past accomplishments and Watson’s relatively short period in her new role. Both he and his team at Stockport have won dozens of national and regional awards for outstanding comms over the years.  One half of a formidable public sector comms team (married to Elaine Darbyshire (qv)). Earlier roles in his career at BUPA and Lion Foods.

3. Ben O’Brien
,  associate director of social marketing NHS North West

Currently overseeing the outcome of a tender worth £28m over three years – arguably the largest single comms and marketing public sector contract yet seen in the region.  Separate from his regional role, O’Brien is based in Knowsley where he oversees comms for the health authority.  O’Brien moved into the public arena having previously spent 12 years in various marketing and corporate communications roles.  His particular expertise is the use of social marketing techniques alongside public engagement to inform NHS policy and commissioning and he is a regular speaker across the UK on this subject.

4. Tim Bevington
, head of comms, Cheshire Fire & Rescue

Leads a team which is acknowledged by his peers to be one of the best in the UK in the sector. The force has been commended nationally on several occasions in the past few years for implementing new services and engaging with innovation. Strong liaison with regional press to be expected but also increasing use of digital marketing as evidenced by an award-winning text messaging campaign.

5. Peter Mearns
, executive director, marketing and comms, NWDA

Manages a modest team of a dozen plus with a budget of several millions. Several dozen regional agencies supply the agency with services ranging from events to media buying to publications.  Mearns’ style is to keep a relatively low profile leaving his managers to get out and about while he concentrates more on strategy and developing partnerships. Regarded as inventive and careful by many. Was previously head of marketing at Birmingham city council.

6. Mark Covell, head of external affairs, the BBC at MediaCityUK

Covell is a bit of wild card at the top end of this ranking but the judges felt that his influence and input as the Beeb gets ready for its new 2011 Salford home cannot be underestimated. Covell is a core member of the project team working on the biggest move in the BBC’s history for what will be the largest BBC operation outside London. Around 2,400 BBC roles - the majority working on national programmes - will be based at Salford Quays. Previously head of regional affairs for Yorkshire Television and a broadcast manager at the Manchester Commonwealth Games in 2002.

7. Phil Chapman, marketing and communications director, UCLan

Also holds the title deputy director for Advancement at the Preston-based University, one of the UK’s largest universities with 32,000 students studying over 700 courses. UCLan has big budgets and an ambitious comms team. Chapman joined UCLan in 2005 having spent all of his previous career in marketing and customer services roles spanning the automotive, financial services and retail distribution sectors. Works with several regional agencies including MediaCom North and BJL.  When he appointed these two agencies, Chapman told How-Do “As the higher education market becomes more competitive we need agencies with strong credentials across the channels students increasingly engage with -  from cinema to social networking.”

8. Edna Boampong, head of communications & marketing, Greater Manchester Public Health Network

Boampong oversees the marketing for this umbrella body based in Wigan which co-ordinates various health campaigns across the conurbation on behalf of the ten Greater Manchester local authorities. Campaigns include cancer and alcohol-related issues primarily connected to poorer communities and GMPHN typically partners media partners to get its message across and enhance the promotional budget. A recent campaign run in conjunction with the MEN received wide-spread acclaim. Joined from Smoke Free Manchester where she headed up the marketing and PR. Boampong received a substantial number of votes and clearly has an enthusiastic group of colleagues and friends in the region.

9. Peter Smith. marketing manager, Liverpool Vision

Although arguably less senior than the majority of entrants hereon in this ranking, Smith’s reputation on Merseyside is second to none.  Smith heads up comms for the regeneration and economic development body which he joined in 2002. Was previously at Knowsley council in a similar capacity. Known as a ferocious networker and seems more aware than most of the sensitivities that surround the multiplicity of government bodies with an interest in regeneration in Liverpool. Began his career at CBA in Liverpool in the early 1990’s, working for clients such as Radio City and Aintree Racecourse. Member of CIM’s Merseyside Branch.

10. Paul Starkey, head of marketing, Manchester University

Began his career in travel and tourism research with the Yorkshire Tourism Board before joining IATA (International Air traffic Assoc) where he took on a broader research and marketing consultancy role handling projects for airports and airlines internationally. Joined MU in 2003. Oversaw the creation and development of the new brand following the merger with UMIST, for which he subsequently gold awards from CASE and Heist. Manages a surprisingly small team of under ten staff handling research, competitor analysis, marketing and digital. Manages a budget of circa £1.5m. A member of the CiM. A good time to be at Manchester as the University climbs steadily up the international rankings.

11. Jane Thomas, head of insight, Liverpool PCT.

Collected the largest number of votes for any of the 100. Unusual in this ranking in that she has a background in FMCG (and a degree in PPE). Prior to moving into the public sector, she gained experience working with clients including Kellogg's, Coca Cola, Nestle and Cable and Wireless and across disciplines including branding, new media, TV and partnership marketing. A regular on the NHS speaker network across the UK in the area of social marketing. Her creation of one particular campaign ‘Lose a million pounds’ was cited by one How-Do reader as “some of the most effective/visible social marketing campaigns the NHS has delivered anywhere.”

12. Kathy Stacey, head of corporate communications, Lancashire Fire and Rescue Service

Despite overseeing a team of six based in Preston, Stacey is keen to engage directly with the media when emergencies arise. Arguably a contender with Ian Ratcliffe (qv) of Stockport MBC for the title of most high profile public sector communicator in the North West. Armed with a degree in politics, Stacey wanted to pursue a career in political PR but ended up in a marketing agency in Leeds. Further spells included comms officer with the Peak District National Park, comms manager at Bolton council’s leisure services department and immediately prior to current role she was the marketing manager at the Lancashire Constabulary where she created the force’s first website. Numerous community engagement initiatives, media relations, social media and marketing campaigns related to drugs and anti-social behaviour issues keep her keenly in the county’s public eye.

13. Amanda Coleman, head of corporate communications, Greater Manchester Police

Separate from Smyth Harper (qv) and his press team, Coleman is the extremely well-regarded head of the 30 strong comms team, one of the largest – public or private sector - in the North West.  In addition to managing comms (from race riots in Oldham to former chief constables...) for the largest force outside London, Coleman also has responsibility for managing the comms for the recently-established counter terrorism unit based in Manchester.  Coleman has been with GMP for several years, having risen through the (comms) ranks.  Her previous role was assistant director communications.

14. Patrick Alexander, director of retail marketing and brands, Manchester Airports Group

Publicly owned but privately managed MAG is the UK’s second largest airport group.  Alexander works across the four airports (Manchester, Humberside, East Midlands and Bournemouth) driving the retail offer and also has responsibility for brand management of the group.  Has overseen the launch of the new MAG corporate web presence and beyond the Airport, he has gained a reputation for his enthusiasm for the increasing use of viral and other social media in attracting customers to MAG’s retail offerings.

15. Rachel Daniel, head of marketing, the Christie NHS Foundation Trust

Daniel is also the deputy appeals director. Joined The Christie in 2003 having spent over 15 years in various marketing roles in the NHS, the private sector and in charities. She was initially employed in the appeals department but moved across to comms where she rose to become the deputy before switching to become head of marketing. The high profile Versus Cancer initiative was her creation and she also oversees the Trust’s three websites, the corporate ID and the body’s increasing use of social media. The high profile MEN campaign to regain lost Icelandic money has kept Daniel and her team additionally busy this year.

16. Pippa Sargent, head of marketing, campaigns and communications at Smokefree North West

Leads a team of comms and marketing folk and a substantial budget – circa £2m plus – as she develops and implements the organisation’s promotional plans. Her team’s output includes TV campaigns targeting smoking pregnant teenagers and social media to outdoor campaigns targeting counterfeiting and smuggling. Previous roles have included partnerships development for the charity Heart of Mersey and the national campaign co-ordinator for the Department of Health’s Campaign Against Living Miserably (CALM) initiative which focused on engaging young men as a hard to reach group. Sargent’s varied roles have also included being a media trainer for the Schizophrenia Media Agency. Holds professional CIM qualifications in communications, marketing and advertising.

17. Zoe Ensor, head of marketing, Midas

Reporting directly to the chief executive, Ensor is a recent arrival by way of Manchester Airport, where she spent two years on secondment from Exacta Marketing Communications. Began her career as a journalist working on local Manchester papers before moving into PR and also had a brief spell in an ad agency. Her agency experience includes Powell Communications and Staniforth. She has a relatively modest budget compared to her peers high up in this ranking but Midas typically levers funds from others to support their campaigns so overall can command significant support. The high profile body benefits from Manchester’s increasing likelihood to be placed around the top of the list for potential UK or overseas inward investment decisions.

18. Nadine Powell, executive director, corporate affairs, Heywood, Middleton & Rochdale NHS

Powell oversees a nationally acknowledged comms team which is led on a day to day basis by Zoe O’Neill. The comms team picked up the ‘outstanding team’ award at the last National NHS Communications Awards.  Powell has just announced in June that she will be leaving in August to take up as of yet unnamed new position elsewhere. During her time however, she has overseen the introduction of a new corporate brand and has invested substantially in digital activities including some high profile (for public sector bodies) podcasting.
